User global theme

Ship some predefined global themes users can toggle (stored in cookie):
- Lichen (default) white
- Lichen dark
- High contrast
- Accessibility? (need to do some research on colors)
Theme switcher in the nav bar (light/dark) maybe or user settings (definitely).
