Sync 1.1

i deployed a sync 1.1 relay without thinking too hard about the fact that we don't technically support those fully yet. now I can't index because I don't support the throttled account state lmao.

Todo:

• #sync event to trigger backfill (needs diffs)
• throttled account status. How does this work? do we need to resync then too when coming out of throttled?
