Todo: Moderation - Appview Suspensions

Technically the better way of doing this is using labelers properly and a client that forces subscriptions, but occasionally you just want to hard-ban a user for everyone and pretend they don’t exist (this could also be used to stop them querying)

I think there’s something in ozone for doing this given the appview options there, but experimentation is needed.
