Draft Pull Requests

Can't believe this hasn't been requested yet (at least that I can find).

My workflow is more often than not, pushing code and creating a draft PR that I self review before marking as ready for review by others.

One thing to note as part of this though, is that if I have a draft PR that has been through a couple of iterations, the rounds number of the real PR should reset to 0 IMO and maybe everything squashed back into a single round?

Also this isn't drafts like Bluesky posts which are "private". Draft PRs should still be visible to everyone and people can comment/react as normal.
