Vendor minimal bootstrap lexicon codegen output to improve dep tree behaviour during significant updates

Sometimes it's easy to get the main repository into a weird state for code generation if there is an error in output. lex-fetch binary sometimes can't compile. Would also eliminate need for jacquard to always depend on generated api crate for certain things.
