add moderation tools

Moderation is important for any atproto service.

@neko.moe.observer requested: Ozone, a web app for labelling content on bsky.

Blacksky has their own SAFEskies tool.

@roost.tools has osprey. @hailey.at has demostrated the costs of running the osprey + ozone stack to be feasible for small groups.
